When considering a target audience, the majority of emerging authors overlook their public library.
I can not stress enough the importance of creating a relationship with your local librarian. Expand this relationship and reach into neighboring counties. Volunteer to lead workshops, ask to be included in their local author day. DONATE a copy of your book to their library.
But wait: before you do anything does your book contain the necessary identifier the library needs in order to shelve your book?
No, not an ISBN.
You see, this is where self-published authors stumble. An ISBN does not provide the information libraries need to shelve your work. In order to be included in libraries across the country your books need an identifier from the Library of Congress. The LOC gives the publisher an identifier which tells them how (and more importantly, where) to shelve your book.

This may be why you are struggling with sales. Not all publishers are “publishers,” some are printers. They print what you submit. Without crucial identifiers your book will be lost in the middle of the 8 million other titles.
